CAMBODIA INTERNATIONAL GAMING CONFERENCE

For the first time in Cambodia, the Ministry of Economy and Finance (MEF) together with the Ministry of Interior (MOI), Kingdom of Cambodia, present the Cambodia International Gaming Conference (CIGC), exclusively designed for the Casino Operators of Cambodia. The CIGC will be held at Sofitel Phnom Penh Phokeethra on 7 September 2018 and is organised by RGB International Berhad on behalf of MEF and MOI.

The CIGC will incorporate three key focus areas – Regulation, International Standards and Responsible Gaming. It will bring together key industry leaders and stakeholders for a high-level one day conference providing insights into the gaming industry in Cambodia.

Conference speakers represent a broad cross-section of the global gaming industry including renowned speakers from Asia, Australia and Europe. This educational conference will provide a unique opportunity for operators and suppliers to network while exchanging ideas with regulators and industry thought leaders.

The CIGC will include a special focus on issues and opportunities in Cambodia as well as key global factors such as industry trends, innovation, the future of integrated resorts, new technologies, online gaming, responsible gaming and regulatory developments. It will bring all sectors of the industry together for an informative yet relaxed event unlike any other in the region.

H.E Madam Nguon Sokha, born in Phnom Penh in 1962, acquired her Ph.D. in Economics from Handelshochschule Leipzig, Germany (currently Leipzig Graduate School of Management) in 1992, where she also obtained her diploma in Economics in 1988. She has also had a Master in Public Policy in 1997 from Saitama University, Japan.

Madam Sokha took office as Secretary of State of the Ministry of Economy and Finance of Cambodia in October 2013. Her main responsibilities are concerned with the issues and policy matters relating to financial sector development, capital market, and financial system stability. Her activities also involve regulation and supervision of the non-banks financial services industry in Cambodia.

Madam Sokha started her career as an Acting Chief of Balance of Payments Division at the National Bank of Cambodia in 1993, where she has been continuously promoted to Chief of International Economic Studies Division in 1997, then to Deputy Director in charge of the Statistics and Economic Research Department in 1999 and to Director of this Department in 2002. Later in 2011, she served as Deputy Director General where she later assigned as Director General for Central Banking in charge of 4 Departments: (i) Banking Operation Department, (ii) Foreign Exchange and Payment System Department, (iii) Economic Research and International Relations Department, and (iv) Statistics Department.

Most recently, she has been promoted to a position as a member of the Supreme National Economic Council (SNEC) of Cambodia with the rank of Minister.

H.E. MEY Vann, is currently the Delegate to the Royal Government in charge as Director General of the General Department of Financial Industry. He was born in Kampong Thom, Cambodia in 1969. He completed his Ph.D. in Business Administration at Prestone University, United States of America in 2009. He also received his Master Degree in Political Economic in 1999 from D’Auvergne University, France, his Bachelor Degree in Economics in 1993 and Business Law in 1994 in Cambodia.

H.E. MEY Vann assumes office as Delegate to the Royal Government in charge as Director General of General Department of Financial Industry of Ministry of Economy and Finance of Cambodia in October 2017. He oversees the supervision and implementation of policies and financial sector development strategies. He is also responsible for the regulation and supervision of insurance and pension sector, nonbanking financial institutions, gambling management, real estate development and pawnshops, anti-money laundering and combat terrorist financing. H.E. MEY Vann is a representative of Ministry of Economy and Finance to supervise and implement measures to prevent and deter money laundering and terrorist financing threats and activities. He oversees the committee in charge of carrying out risk assessment in order to identify and respond to AML/CFT risks affecting the non-banking financial institution sector.

H.E. MEY Vann started his career as an official of Financial Department of Ministry of Economy and Finance back in 1994. In 1999, he was promoted to the position of assistant of the Secretary of State of the Ministry of Economy and Finance, then to the position of Director of Financial Industry Department of the same ministry in 2002, where he was later promoted to the position of Director General of the General Department of Financial Industry in 2013. He is also appointed as the deputy chief of working group on anti-money laundering and financing terrorism of the Ministry of Economy and Finance in October 2017.

Prof. Vinh has 30 years of professional, technical, and management experience in more than 20 countries in the Asian-Pacific, European, and West African regions. Prof. Vinh served, for 10 years, as Administrator of the Vietnam Executive MBA Program of the University of Hawaii at Manoa and, for the past 20 years, as professor of management at Vietnam National University. His MBA and management students include Ministers, Chairmen and CEO’s of large corporations including Vietnam Airlines, Petro-Vietnam, Vietnam Posts and Telecommunications, Vietnam Mobile Fone, VietTel, Vietnam Shipbuilding, Vietnam Seafood Corp., and more than 2,500 CEO’s of state-owned and private sector companies.

Prof. Vinh completed his Master’s program and Doctoral Fellowship at Georgetown University School of Foreign Service, Washington, D.C. (1978) and Catholic University of America (1983), respectively.
